	<description><![CDATA[This is not a Democrat-Republican issue. This is not about the fact that since KIrk is still voting, why couldn't the Senate go ahead and ram healthcare legislation through Congress.  This act is about an unrepresentative Congress. Perhaps some Massachusetts voters could argue that Kirk's vote still represents their views, but it doesn't change the fact that this one vote affects how every American is represented in Congress.
